I think that's that one guy - Otakins? Something. He was supposed to spar with me but we never got around to it. Because he was too busy peeing himself in terror at the thought of it no doubt.

Here - I just looked it up in the staff listing for you, dude. His name is Otacon and he's in TD-12 inbetween Nabooru and Professor Powalski.
